Section 3 Compliance Staff Training

Facilitate an educational Section 3 compliance staff training on site

Section 3 Compliance Documents

  • Develop a sound Section 3 Policy for Board/Council/Commission Approval and Adoption
  • Develop and implement an Operations Procedure for Section 3 Compliance that supports the web-based compliance management system we will employ
  • Develop a Section 3 Action Plan requirement for inclusion in all solicitations for prime and sub-contractors that outlines:
  • The contractor’s certification as a Section 3 Business Concern
  • The contractor’s plan to meet the Section 3 requirements
  • The contractor’s instructions and commitment to provide payroll data routinely for our testing of compliance

Section 3 Compliance Education Summit

Facilitate a Section 3 Education Summit with Client and their invited attendees including architects, contractors, municipal officials, extended staff, service providers, development companies, any agency fee managers, social service groups, local DOL-Workforce staff, and others up to 100 persons

Section 3 Compliance Management Services

  • Employ our proprietary, web-based compliance data collection, verification, calculating, and reporting system for all contracts, and direct recipient staff hires or training during each reporting period
  • Completion of the HUD form 60002 for all reporting programs  (Including: Operations, Capital, FSS and related Community Program Development activity if operating a municipal funded project) with electronic delivery to Client in advance of their HUD reporting deadlines
  • Maintain an electronic version of all Client data for 3 (Three) years after the close-out of that specific reporting period.
  • Section 3 Compliance Not-to-Exceed Annual Contracts: Based on the number of contractors used annually including all subcontractors the Client will be provided monthly compliance management services at a base not to exceed annual price.  Only if the Client’s number of contractors should reach a higher level, would the rate be altered in any contract year.
  • Annual License to Utilize Web-based Section 3 Compliance Software: Based on Units under management by the PHA or estimated Projects by the municipality.  The Client will be granted secure access to utilize our compliance management system for the purposes intended only.  The data will remain on the system for a minimum of 36 months or 3 reporting years.

Train the Trainer

Due to the flexible execution design of our resident training curriculums, they are best trained by modeling and performance.  This allows any trainer the ability to convey the materials in a method comfortable to them and based on the audience needs. This option is achieved by having the Client’s training team observe and participate in a fully executed paid training for your residents.  Motivation, Inc. will then sell an annual license to the Client to utilize the training materials.  Full copyrights and ownership of the materials are maintained by Motivation, Inc. A full print copy of the selected training modules with directions and a list of required supplies will be provided.
